In 1870-72, John Marius Wilson's Imperial Gazetteer of England and Wales described Penarth like this:

PENARTH, a township in Llanfair-Caereinion parish, Montgomery; near Llanfair. Real property, £3, 142; of which £14 are in quarries. Pop., 187.

The location is that marked as "Penarth" on the modern 1:25,000 map, and less legibly on the nineteenth century First Series map.
